Yes it is, and has always been practiced in the Church since the time of the Apostles (read Acts of the Apostles and the First Epistle of St. Paul the Apostle to the Corinthians). Only recently have some Protestants done away with it (keep in mind, most traditional Protestants, although heretical religions, practice infant baptism).
