I think it has always been that way in DC. Usually you can never gain, as a student, from a DC Public School. But if it is a DC Charter School, there is a big difference. And we, as DC residents, have learned so much to appreciate Charter schools because they are the closest thing we have to a Private Education. The only public school I went to in DC was elementary. MS/HS school was all Charter and thank God. Because I doubt if I would've ever learned anything if it was a regular public school.
ave per student spending at dc public high schools is most likely something like 40,000 a year.
there are catholic schools in dc that are among the best private schools in the country for a few thousand a year

Abolish traditional public school. Have the money follow the child to ANY school they want.
