Actually this sounds more traditional, being that it is instrumental and a cover of a theme song. 2 tone ska was thin on horns if they had any at all. It was more vocal, guitar, and keyboard based.
The "speed up" is how the Skatalites performed this back in the sixties. I know you don't like what this group did but try out the various versions of this James Bond Theme by the Skatalites here on the Tube. Superior work done by the originators of the Ska genre. And even better that these guys are OLD. They still rock.
in the sixties the bands who play ska have "learned" to play at this speed to reinterpret the swing and rock'n'roll songs that came from the usa at a rate slightly higher, syncopated sounds, perfect for dancehall :)

I'd say it simply leans a bit more towards first or second wave ska than third wave ska, which is probably what you're used to.
