We have no proof that they even honestly hooked up the meters as they are claiming but lets assume that they did.
The meters they are showing are not intended to measure on voltages and currents that contain high frequency components. By feeding that sort of meter voltages or currents that contain spikes or abrupt changes you can get all sorts of nonsense readings out of them.
If the thing really worked, the output could be hooked to the input and no input power would be needed.
An overunity device is not necessary a perpetual motion device. If the input was continuous, yes then indeed it would or should be able to run itself. Our input is a DC input pulse for a duration of less then 15% of the continuous AC output cycle and which we rectify to a filtered DC to measure apples for apples so to speak.
If there really was more energy coming out than going in, a capacitor across the terminals would allow the output to be connected to the input.
This is not the case however as the input power is certainly more than the output power and the measurements to the contrary can be either a simple problem of high frequencies being applied to the meters or fraud. I am generous and consider the former more likely. You can get all manner of incorrect readings from DVMs by applying pulses.
Eg: assume that the input is measured at being 500 Watts of DC power (batteries) and the measured output after being rectified to a filtered DC equals 400 Watts continuous DC output power. If further, the ratio of the "ON" period is 15% of a full output cycle.
Then the average input power into the device equals: 500 Watts x 0.15 = 75 Watts.
Consequently the efficiency is the OUTPUT power divided by the INPUT power or: 400 Watts / 75 Watts = 533 %.
