I'm a big Romney guy, and I agree with what Toobin is saying. It's worth remembering that Toobin is a big liberal though, and I think he is trying to hurt the GOP.
It's win-win from a liberal journalist's perspective: if McCain wins, Toobin is letting the voters know that the GOP nominated a cynical liar. If pointing this out helps Romney win, it's good for the Dems since they see Mitt as the less electable GOP candidate.
