As Losyukov says what is important is that Russian engineers will learn and there will be new patents and new products in the market. The result of the research will reach the market once intellectural property is protected and they are found useful by industry and consumers.
Different countries will succeed in different fields of nanotechnology. No country can succeed in every field, the same as in medicine, pharmacy, defense etc.
Most Russian arms exporters who export high-tech weaponry like advanced military air-planes with state of the art AESA radars, advanced air-defense missiles... are all owned by the government. I want to remind you that Russia is no.2 in the world in arms export with huge potential in growth.
In USA military complex is private but the same people owning the industry also own the US government so at the end in both cases governments effectively run the business.
The only difference is that in Russia (after V.V. Putin came to power) the government protects the interests of the common people (i.e. nation) while in USA the government protects the interests of the people who own it (i.e. 0.1% of the nation), that is to say banking and military-industrial oligarchy.
In Russia the richest man finished in jail for tax fraud while in USA the government bails-out banking mafia with tax payer's money.
