Well its a pain when you are watching email/websites/playing a game, and realize there's something in your recycle bin that you need and you have to minimize everything and re-maximize it all again.

It's not to delete. Right-clicking the Recycle Bin icon and selecting "Empty" would delete it. This is just a tutorial on how to get the icon in other places. In this case, taskbar, but it would also work for the Start menu.

No, because it registers as just another instance of explorer.exe and if you tried, you'd just get the jump list.
