East Asians and Europeans have a common ancestry which was probably in mid Eurasia, very light skin, but that ancestor has ancestry with others in Africa where their ancestor was dark, later caucasians (Europeans de facto) went into India and subsequently became darker (most Indians), so did Asians go into Polinesia, New Zealand, Indonesia, America (Native Americans) and also became darker.

You have to get past the notion that evolution is a ladder, where every subsequent stage of evolution is inherently "higher" than its predecessor. To evolve is merely to adapt to one's surroundings through the means of natural selection. Sure , not every child would die , but the population would be likely to decrease.

Animals cannot communicate except for a few signs and noises.

Actually giving orders or commands is impossible though.
