While your observation was correct. The purpose of the test was to show what the difference in lumens is for a real world situation where there was a T8 with no reflector vs the T5 Retrofit kit.

The T5 has a mirrored reflector behind it where as the T8 lamp has just a white painted ballast cover which makes a huge difference in reflective light output. This test is misleading as you are not comparing apples to apples as far as background reflectance goes. I do lighting retrofits for companies and I am also an electrical contractor and the difference is not as much as this test would have you think. Though the T5 has a better/higher power factor in general.
