The co-pilot is running the camera. the captain is completely kicking back. I understand the planes pretty much run on their own. However, I would think the captain would take a peak at the instruments just a bit.

IFR stands for Instrument Flight Rules which is merely a certain way of flying, which most if not every airline files before flying. And if you mean "Instrument Panel's" then no, you dont need to keep your eyes on them every minute. If anything did go wrong, then an alarm would go off.
