I just plugged my Swaine reed into my Border Pipes from Piper's Choice in Canada, and while it is VERY susceptible to pressure, and does not allow for crisp throws, it is a very good alternative to the cane reeds that I have been using, especially for ease of play and playing along with instruments. I don't know about them being easier to get hold of than uillean pipes. It shouldn't be too difficult if you're living in North-West Europe or Australia - and they're certainly cheaper than a (good) full set of uillean pipes.
You are correct in that what Jon makes and sells as border pipes are something of a hybrid. He started from the plans published by Cocks and Bryan for border pipes but incorporated aspects of French design to make them more flexible.

He's not playing them the traditional scottish way, that's why I don't like his playing.
