artemisia vulgaris is Tchornobylnik in Ukrainian.

That's how the city named Chernobyl got its name. Because there are mugworts all over the place there.

i have a plant growing in my backyard that looks exactly like like the mugwort here but with much bigger leaves and it also has that nice smell, is it still mugwort?

from wiki:Mugwort contains thujone, which is toxic. Thujone is also present in Thuja plicata (western red cedar), from which the name is derived. Pregnant women, in particular, should avoid consuming large amounts of mugwort. The species is little used now due to toxicity concerns, but has a number of recorded historic uses in food, herbal medicine, and as a smoking herb.

It is only the mature Cronewort that contains thujone oil, it is made by the flowers.

LOL You need to check your 'facts' Mugwort is still very much in use by Herbalists, wuth no ill effects because we know our plants and their effects, unlike irroneous 'facts' conjured up by researchers that have no working knowledge of what they are writing about.
