Notice the empty seats behind him. I'm sure when the other Senators see that Byrd will have the floor, they all have "other duties to attend to" (read: head over the the local watering hole and put distance between them and this old fool).
If the camera were turned 180 degrees, you'd see his page, an aide and the cleaning lady.

I have so much respect for Robert Byrd, but he is just looking horrible here. He is a political institution, but he could only get in about 6 words in 3 minutes. As a man following his career for so long, this is truly tough to watch.

Did you look at the date this video was added? This did not happen after Kennedy's diagnosis. You must be too stupid to realize that not everything you watch is happening at the moment you are watching it. Byrd is acting this way because he is 90 years old and isn't capable of being in the senate any longer.
