The only good thing about not blowing up the Citadel, is that you can go back to Adam's Airforce Base and go looting without getting assaulted by the Enclave!

Even if I was a evil character, i would not blow up the citadel unless i could join the enclave because having two groups of powered armor enemies to fight for some weapons is NOT worth it.

It's Devil's Highway, instantly lowers your karma to very bad. To get Broken Steel go to the game marketplace, find Fallout and download Broken Steel for $10.

Maybe. I never tried it, but you should at least be able to go back to the base if not inside the carrier.
