This is the Winn-Dixie 300 in 2000 at Talladega. Cavin died in 2002 in a plane crash in Florida.

His name was Calvin Counsler, this wreck occured at Talladega in the 2000, ARCA Winn Dixie 300 in turn 4.

It's either an ARCA or a NASCAR BGN event from either 1999 or 2000 at Talladega. The driver carrying the on-board camera is Kevin Counsler, so it might be an ARCA event.
