I believe they are the Irish Bagpipes - traditionally smaller than Scottish and the giant War pipes that most people are familiar with.

@mejrdalman No, these look like Northumbrian pipes to me. Uilleann pipes are played with a bellows....these are clearly blown, but they are smaller than Scottish pipes. Northumbrian it is.
