I think what was gonna happen was the makers were gonna put the legendary beasts in Ruby and Sapphire but for some reason didn't. Then, they decided to put them in Fire Red and Leaf Green instead. My only question is though, why doesn't this music play in Fire Red and Leaf Green???

Raikou is based off Raijuu, a beast of Lightning which takes the form of various mammals.

Entei is based off a Chinese guardian lion

and Suicune is based off Qilin, a mammalian creature with traits of a deer, a unicorn, a giraffe and other mammals. Like Suicune, Qilin could also walk on water.

Sui (水) means water, and Kun (君) is an ending to a name, like -chan and -san, only more formal. So basically it means Water King or Water monarch, or if you really want to get literal, it's Mr. Water. =P

I can kinda see some resemblance to a fox, though.

But you would be blind to not see that their appearance is based on big cats. With Raikou and entei, its painfully obivous that there supposed to be stylized sabre tooth tigers and lions respectively. With suicune, its bit more ambiguous but the pattern on its body is similar to that on leopards/cheetahs.

Raikou definitely resembles a saber-toothed tiger. Entei looks like a lion but I can also see him as some kind of Chinese dog. Suicune looks like a mix between a fox, wolf, big cat and I can even see some deer in there.

It's all subjective anyways, as once again, there's nothing that EXPLICITLY STATES that they are either cats or dogs and I'd rather not take one side or the other.

Simple answer: They're pokémon. Leave it at that. :]

I personally find the dogs to be useless except for Pokeathlon. I just use Palkia, Kyogre or Swampert for water, Infernape, Moltres or Heatran for fire and Voltorb for electric (though I don't really use electric much anyway - it's not my type *ba-dum-tsh for really corny and lame joke)

Oh my hell! Did you even pay attention to there features?! They have neither feline or canine features which puts puts them at an impossible position to call a dog or a cat. Look at some dog and cat pics and compare them to the legendaries and the only feature they will actually have in common are the feet and legs because cats and dogs almost have the same skeletal leg structure (very few differences), they resemble no existing animal other than the facts that they are quadraped.
