The reason this song isn't very long, and that it repeats the last few seconds endlessly, is simply because there wasn't any necessity for ZUN to compose any further. Hourai Elixir is a timed spell, as are Paschal Moon, Half Past Midnight, Half Past 2, Half Past 4, and Rising World. By the time the end loops once or twice, you'll have cleared Hourai Elixir - and you won't even reach the loop point unless you're an impressive player. The same goes for the other 5, except there'll be more loops.
