I assume there are several large signs warning you about these things? Because if you didn't know they were there then it would be really easy to do this. I certainly don't keep an eye out for polls popping up out of the road when I'm driving.
They introduced these in Cambridge long before the congestive problem in London ...merely to stop road tax paying motorists from usong the desolate bus routes.
