They wernt teasing the shark, they did nothing wrong, as explained on the footage video, the shark went for the bait and before they can go above water they have to cover there eyes up with an 'extra lid' it protects them from the air, so when it came back down it could barely see, then it couldnt get out becuase sharks cant swim backwards, it did nothing wrong, and neither did the divers!
