Well, first of all, cutting is easier. If you don't know how to cut, the odds are you don't know how to shuffle. People learn to cut first.
But the real deal is this:
When you play cards, there is usually a dealer, who shuffles. He shuffles in order to keep all the players honest. But before he deals, he usually offers the cards to be cut by one of the players (usually the one to his left, or sometimes right) in order to keep HIM honest.
