This opened up the floodgates to massive trading of sub-prime mortgages

Banks were forced to make the loans. Groups like ACORN made sure to bully banks into sticking with this principle too and got preferential treatment from politicians who backed this whole plan up. Oh, but the banks didn't have to worry, they would get bailed out if the mortgage holders went under. And if the mortgage holders got kicked out of their houses that they were stuck with, well, the dems could always accuse the Republicans of the whole deal.

Banks lost money which made investment shoot down, starting the recession. We began seeing bank failures across the country like Washington Mutual. This recession would have been prevented if the Republicans succeeded in regulating the Freddie Mac and Fannie Mae. The reason for our economical downturn was because of Clinton. His Community Redevelopment Act, a well-intended Carter-era law designed to encourage minority homeownership. And in so doing, he helped create the market for the risky subprime loans that he and Democrats now decry as not only greedy but "predatory." Groups like ACORN forced banks to give loans to people even if it was out of their credit reach. These banks could be sued if they were not giving out enough loans.

Executives who favoured a more conservative approach were demoted or replaced with those who favoured a high risk approach. With little oversight banks were free to do as they pleased.
