beekeepers do not steal honey and leave the hive with only sugar water to over winter. Beekeepers remove access honey the bee wont need for winter..determining how much to take and how much to keep depends on many things..

FYI honey is basically sugar. Beekeepers steal the honey from the bees (Yes, it is theft, as the bees naturally use their honey as food) and they then feed the bees a sugary syrup (e.g sugar water or corn syrup) for their survival over the colder months i.e autumn and winter.
Thumbs up if you love bees (support them by letting them eat their own hard earned food and choose other natural sweeteners such as agave and maple syrups, yumm!)
