screw together 2 2x4's so they look like a really fat and short "L". Space them apart so the vertical 2x4 loosely rubs on the inside of the wheel. Just like a train track, as long as your spacing is right, the wagon wheels can't get off track.

All major development happened in about 6 hours. Since then I have maybe another 30 hours in adjustments and modifications.
The start is a box-crate that we jsut flipped upside down, and then at each junction of 2x4's, we just screwed together a quick support leg (and anchored it to the fence on the other side).
$15.00 in screws. Already had the wagon (just needed abolt through the tongue to keep the front wheels straight), and all the 2x4's are scrap wood we throw out where I work.

regular 2x4's. I used scrap wood, so the wood didnt cost anything. I only have about $20.00 in screws and the time taken to put it all together.
