You're right. Remington Steele never existed. He was made up and Brosnan's character was only to play a phony/sham because she thought a woman PI would never survive. This promo was just tacky and "misleading," like most promos of the day.
On second thought, this promo just ascribed to the character of Steele, so therefore the fact of his existence doesn't matter. The promo was just saying that Steele "existed" just like the guy from Hill Street Blues or the woman from Remington Steele. The promo just gave a silly back story to fictional tv characters, it was/is not a reason to get bent out of shape over

I didn't like the concept and promos of this season. Especially when they had to say "Be There". Just doesn't look/seem right. Just my thought.

My memory is that the woman invented Steele though, so she (and by extension we) always knew he was a phony.
My bet is that the promo department probably never actually WATCHED the show and just did whatever they wanted to.
