I see the principle for all girls, but not all parents are raising their children to respect themselves. These little girls are gonna grow up to do the same thing to themselves. Apparently at 18, it no longer matters that they've made the choice to be pissed on by a celebrity because they're "of age." Thats hypocritical and sad.

By mental capacity, I mean a person who is not mentally handicapped, etc. Exactly, you can't stop what you don't know about and what she chooses to do. If my daughter was 12 she wouldn't come to me telling me she had a 30 yr old boyfriend because #1 I'd raise my daughter to cherish her virginity and her father would teach her what a real man is supposed to be like #2 she knows I'd kill her if she so much as hinted at a boyfriend at her age. Parents need to control their children but they aren't.
If the sex is consensual and the 13 yr old has the mental capacity to make her own choices, I don't see the problem. Obviously we don't want our 13 yr olds having sex at that age but you can't stop a child from doing what they want to do. So if our society says sleeping with minors is wrong, then why isn't it wrong for minors to sleep with adults? Both should be punished. But consider in other cultures (especially some African ones) girls are getting married to older men at 13.
