Fines should be base on income.. Say 50% of income for a month.. Court systems should be very hard on motorist as they are the ones that can kill. If this was the way - Mr TVman would be out of a job....

If they built a pedestrian refuge island in the middle, at least you would only have to cross one half at a time.
This is the sort of place where the police could do a targeted crosswalk enforcement campaign. Subsititute a plain-clothed policeman for the reporter, and have a couple of motorcycle cops waiting down the block. There is nothing like a little well-publicized enforcement once in a while to remind people what they are supposed to be doing. Many cities do such enforcement campaigns.

Wow. I've got a place where I need to cross on foot sometimes, there is no crosswalk for a mile in either direction, and it's a residential neighborhood, the speed limit is 35 but most go about 50, I just have to run when it looks clear.

So here is the answer, if you see someone standing at the curb in an marked or unmarked crosswalk, you should come to a safe stop and give that person the chance to cross the street. Try to make eye contact with said person to determine his or her intentions. then after the person finished crossing the intersection proceed. If it is a divided road wait till the person makes it to the island.

You could have also filmed the crossing one block up (at Chuck's). Someone who obviously never crosses a street on foot had trees planted there that make it nearly impossible to see cars approaching and of course cars can overlook pedestrians real easy there.
As a dog owner who walks his dog several times a day, I know this is a problem. I wish police officers would crack down on this like they do drugs and prostitution, peole are not getting killed smoking weed, but the enforcement of that crime gats all of the pd's budget. What a shame!
