A better comparison is to the games similar to its own, such as GTA or Just Cause 2

there will be DLC sometime in june that will let you have 2-4 ppl play missions online pretty much like a campaign deal and its going to be free! so if you just want to run around with just a friend you can do that and not have other people in the match or whatever..
