Shifu IS a Red Panda. Dreamworks said so when they found out that people were having trouble figuring out what he was. He is just slightly modified from a 'traditional' Red Panda. His tail is shorter, and his ears are shaped slightly differently. But, there is nothing wrong with his fur being white mostly, because there are real Red Pandas that are mainly white. Also, it says he's a Red Panda right in their art books that you can buy. And Chinchillas are a LOT smaller than Red Pandas.
