dont losen the bottom head to compensate the ripple on the top...the tensions are supposed to be even, the drum wont sound good. just say its a faulty head from the start.
I had that same problem, I would hit the toms and the snare wires would buzz like crazy but then when I put some moon gel on the bottom resonate heads, it stopped.
my 12'' tom has that wrinkle on the resonant head, and i have to tighten the shit out of it to even it out and i think it could be warped cause the haead doesn't even fit that good =[

in short, that buzz of when you hit the tom is impossible to eliminate it, i've tried it all, even moving the tom farther away from the snare, that combination with the tuning helped but didn't eliminate it.
I LOVE DRUMS but i HATE TUNING, thank you for posting this, and yes i have been guilty of taping the snare wires, it is just an easier option sometimes

@daaviud What I would recomend is to replace your snares with LESS snares on it. Less snares = more tone.

one thing that helps with snare buzz is to make sure your tom(s) and snare drum arnt tuned to the same pitch.
