It depends on the penguin species. For the Emperor, it is not true because his way to reproduce is called serial monogamy: although they try to find their previous mate again, it is unlikely that they will succeed each year, so they find another mate every year, that they love at their fullest each time.
For some other penguins species, they stay together forever.
