Tie Fighters are not completely unprotected, we've seen how long it takes to get a target lock on one and that's over the course of millennia of electronic warfare development. the concept of using jamming to keep target locks from being used is completely alien to Star Trek. Basically, they would get a phaser lock, fire, and still miss. No matter how many times they try to recalibrate, the ECM jamming would fool their sensors into thinking they have a lock, where in reality they don't.

Even if the ties had no jamming signal, I doubt a galaxy class would be able to shout it down with firing phasers like 50 times.
