I was at that graduation, and Biden's air was good-natured. The recent criticism of Obama's dependence on teleprompters made this quip rather a hit with the crowd. It showed his acknowledgment of the criticism and a willingness to address it with humor. I never cared for Biden until he made this "gaffe." I give him credit--and I didn't even vote for him.

Well, we kind of liked you a lot more before Bush, to be honest. For better or for worse, Obama seems to be rebuilding the US reputation too. Though I realise I can't speak for his popularity inside the USA.
Although, I'd like to follow that up with the comment that most of us outside the USA do realise that every American isn't a George Bush replica and I'd like to think that if you came over, we'd love you now as well as before.

It may sound like a lot, but the US foreign aid budget under Bush was the lowest percentage of GDP of any country in the world (less than 1% compared to 4% in the UK and 13%(!) in Denmark)
If the US pulled it's weight in the global community, imagine the sort of funding that African organisations would have to distribute AIDS medication, for example.

1) % of GDP is not necessarily an accurate calculus. We still eclipse the world in both public and private charities.
2) The statistics you offer conveniently leave out the billions private charities donate to suffering countries.
3) Quite often charitable giving to third-world countries only compound the underlying corruption that creates the problems.

The only difference between then and now is the media's coverage of the verbal gaffes. If Dan Quayle can't spell "potato," it's newsworthy. If Barack Obama says he is a Muslim and there are 58 states, not only is it non-newsworthy, the media offer an immediate correction. No harm, no foul.
