Please tell me why the engineers decided to build a road right below the 4000 feet high cliff which poses an extremely high risk of avalanche? A more important question is: why haven't they removed that road yet and why are they still maintaining it if they will probably be frequently clearing the road of avalanches and rescuing people who may not all be alive? That is ridiculous throughout.
