SUGGESTIONS: I am a Chameleon Keeper/Breeder, you don't want the substrate, they can ingest it and it will get stuck on their tongue and cause impaction, soon to be a big vet bill even death. Sounds bad I know, but just for the safety of your chameleon, I would take it out. It also looks like you have a water fall, they collect bacteria which can get the animal sick it doesn't get utilized either because they drink dripping water not standing/flowing. @aflpds9 do not rely on youtube videos, join a chameleon forum and ask the expert breeders, although he is doing a very fine job of raising his chameleon i would recommend you learn from people who breed and kept chameleons throughout all the stages of their lives

chams dont need substrate at the bottom nor do they need a fogger, a mister would be better, what they love is a plain ficus, umbrella, some vines and there good to go. You shouldnt put any other lizards in with the cham also. bad idea. last thing, your cham is dehydrated, i can tell cause his eyes r really sunken, mine had the same problem but not anymore.
