I like the absence of Ryu & Ken. In this way we can see other great Street Fighter in action. It`s more realistic - Ryu is "only" a fighter who searches the answer of the meaning of fighting - why should he search after S.I.N? It`s not his or Ken`s job. Ryu was always the favorite target subject of Bison so he has a involuntarily conflict with shadowlaw. Guile, Cammy & Chun li are in organisations which fight for law & order so it makes sense that these 3 are the maincharacters in this OVA.
