All of you are WRONG ! I just want to help you people. I played this game for loooong time. I have all the extension packs. The BEST SWORD is called: The SWORD OF JIGALAG. You can get it during one of the shivering islands quests. You will find it in the same room where the big boss sits in his chair. It is on the side of the room, but first you have to finish the belonging quest . With this sword you will be unbeatable ! Good luck for all of you.

when in the testinghall on oblivion, dont go into that weapons warehouse, go to the red doors. keep going right until you see the first door saying 'wooden door to'

in here you will find a range of crates with every single; armour, weapon, magical arrow, normal arrow, sigil stones, soulgems (including Azura's star), clothing, misc items, and even umarils sword with 100 damage. it has also all of the shivering isles things, ( the crates to the right marked SE)

@blackslash16 level 14? i think you need to get to 20 before you get deadric arrows from anyone. but i think you cna find elven arrows at you level on the bodies of bandit bowman. there is an archer at the fort on the island near bravil when you do that quest to save aleron loche. i found elf arrows on his body after i got to level 13 and an elven bow as well. the strongest bow you can get though has to be a daedric or bound bow, i recomend the bound bow because it is wieghtless though.
