This particular arrangement is difficult to locate, but our 188th Army Band directed us to the following, which include a tuba solo with wind ensemble.
Ok to make it straight. A fourth valve just replaces the first and third valve when you press it. One and three make a C or F and the fourth still does C and F. Theres nothing really special about it.
Thats it. I got to learn this.

@liondoncefreak123 Most tubas have three valves but more expensive tubas can have four valves. The fourth valve allows for more in-tune pedal tones.
