if anything i think that russia isnt using its relations with latin america to its full potential... the us has welcomed many former soviet republics as well as former east european satellite"s into NATO and has military bases on their soil and missiles that could reach russian territory in seconds so i think in the interest of fairness russia could justifiably start their own military alliance maybe have cuba, nicaragua, venezuala and bolivia as members and station missiles on thir territory...
