you can catch mewtwo without masterballs. you need a kadabra/alakazam or a hypno (or whatever like them) with the ability of cancelling moves. cancel restore and safeguard, make mewtwo go to sleep by a grass pokemon later on, and you will be able to catch it by max 10 ultra balls.

FACT: To catch all 151 pokemon requires also capturing Mew (Not to be confused with Mewtwo). There is no legal way to obtain Mew in the game, so Anthony must have used the Mew glitch to catch it.
