It's called "White noise". You can do the same with a vacuum, or anything.

It calms them down because they hear white noise in their mothers' womb. So it "reminds" them. Helps many adults too who can't sleep.

The hair dryer worked for us too. Eventually my husband downloaded an mp3 dryer sound from Soundsleepstudio. com and it works even better!
