I'm sure it's Gizmozdotcom. Someone else uses this on youtube and uses the alien character. I just checked the site, and it's down for maintenence right now (6/18 at 7:08am EST) but it's a neat tool and I've been thinking about using it for some of my videos.

Yeah, it's freely available.

With the latest technology out there, you'll be amazed how a "rendered Karen" looks like the real Karen.

Moreover, you can also change a voice in "real-time" by distorting it. That way you wouldn't get an unnatural synthesized voice like in this video.
