heck yes! thats the classic method from scientific glass work! and its is awesome! I still use the file method at times, just depends on what I am doing specifically.-) thanks for the comment and the suggestion! that rocks. I cant believe I forgot to mention files!-(
they work great, thought the chances of getting one with enough left on it to use is slim. most machine shops even the small one I owned tends to re sharpen and use lathe tools till they are little more than a nub.-) but end mills are such a bitch to regrind, that most just replace them now.-)
I just tried this with my hollow gspot downstem..
and it works like it should!

will any old carbide edge do ? harbor freight has carbide stuff with edges for cheap.....

The edge of a file (I use a smaill 3 corner file) works great and are cheap.

i use old end mills for scoring all rod and tubing. though I tend to personally prefer flame cutting tubing over 25mm. but thats just preference.
