(At the time they were blood elves) But because of the prejudice the blood elves suffered, they allied with the Naga and got imprisoned by Garithos. They then left the Alliance altogether because they believed that allying with Illidan was the better choice. Some chose to stay in Azeroth, though, and this paticular splinter cell happened to join the Horde.

The new alliance, wow's, was created post blood elf Exile to outlands, between stormwind, darnassus, and ironforge.
