imo, the best improvement is that you can actually snipe now. If you saw a target in f3 which was out of vats range, the chances of hitting it were basically 0, no matter how good your aiming was. but in new vegas, you can see a radroach a kilometre away and still give it a headshot.

I have a PC, but it's not that up to date, so of course I have to tune down the resolution and stuff a bit, but nothing major in the realm of freezing up. it's happened once or twice, and i've done a good few weeks of playing (when you look at total hours). but, i imagine it's more often on PC than anything else, too.
