In this case, because the oil is so close to the surface, it actually comes to the surface for you to see... What are your thoughts?

Thanks for the heads up and might I make a suggestion. If you can rig up even a crude rain catcher, say with an old intact plastic cup and a 2x4, and collect samples the next time it rains. Lets see if we cant get more people alerted to this and to gauge honestly the severity of the situation.
