@DragonoidMaxus Its a lie xD surf is a move with a base power of 95 + stab of the water type + high base special attack (100), the raichu uses slam witch has a base power of 80 + no stab + raichus base attack is 90. And maybe the nature of the raichu made its attack lower and also the IV's and the EV's of both of the pokemon are differend.

FYI dude, if you have the game emerald and a link cable getting the ruby and sapphire to Celio allows you to trade pokemon with emerald and complete your national pokedex, in my opinion that's the best award you get from Celio by doing it.
