I agree - however in this case the roof material is 15 to 20 years old and I would never suggest that this aged roof be disturbed when adding a mastic product can achieve the water intrusion protection needed for the few remaining years this roof has left. When the roof is replaced I agree new flashing needs to be added and absolutely would expect this to be installed, unlike what was completed when the 2 second layer was added.
if you're going to fix that, you should do it right. there is no need for mastic (hydroseal) when dealing with pipe or vent flashing situations on a composition shingle roof. have it flashed correctly by a professional. your going to have to replace a few shingles in the process but its worth it to have it done right.
How do you know it has asbestos?
