You are completely missing the point, there are myriad jobs in America. However, they are low-paying jobs that don't contribute to economic growth or individual prosperity.

The economy is always about how we perceive and how we spend and save money. Does adding $775 billion help the country? Yes. If businesses sees the positive impact then they'll pump money into it. For instance, if government buys lots of windmill and install along the east coast then companies will invest money of building these factory.
