@Tsukino101 They're probably high school girls, and in Japan (some perverted) men like to fantasize about these girls. It's probably because of a lot of hentai manga and games are about girls at that age. (It's even a problem on the subway, with men touching and harrassing girls. And they don't nessecerily get caught because the trains are crowded, making it harder to see. It's even a game called rapelay about it...)

@Tsukino101 Oh, and after another look, I see that some of them are probably men. They probably wear masks because it's unmanly to dance a girly dance. (It's even unmanly to like chocolate, that's why they have men's pocky that's more bitter than normal pocky.) But on the contrary, it's consider extra pretty if a man wears woman's clothing. Kind of sick really... x3

But of course, like all countries, some men are more "tough-acting" and trying to be more "cool" than others. (Which I have to agree with you, are not really nice people... n.n)
